BL is booking gigs for fall

All gigs are tentative right now, but it is the time to start booking them. Wouldn't worry about it. As most have said here, the clubs will cancel before the bands in these scenarios.

You are very trusting. From what I'm seeing I have no confidence that the club or bar owners will do what is best for anyone but themselves.

Oh I 100% agree with that. But the liability should curb them considerably. The bands aren't going to be shouldering the exposure (legally and physically) that the establishments are. Nothing to do with goodwill, all to do with being sued out of existence.

We've got gigs booked until the end of October, and AFAIK they are still on. We're looking to resume gigging on June 26 depending on our local coronavirus situation. As far as not honoring gig commitments go that's up to what our covid-19 situation is going to be like, and the state government's response.
