So this has me curious now...why are there no copies of Bottesini concerto 2 on imslp? Does anybody know anything about the publication history? If we can find a public domain copy of it it should be scanned and uploaded.

I don't know why they aren't there. One time I put there Serge Koussevitzky's Andante and had some trouble with the copyrights. But it finally stayed there.
According to your profile, you live in a big city -- check your public library. If they don't have it, ask if they can get it on an inter-library loan.

i have no interest in learning the whole piece, i'd just like to have a chance to look over the music. (if i was going to be learning it, i'd just buy a copy.)

IMSLP is for public domain music . Public domain music is music for which the copyright has expired, and that varies country to country. IMSLP is based in Canada.
The notes that Bottesini wrote are not copyrighted any more, but the EDITIONS made by the publishers may still be. Most of the music on 4shared is still under copyright and technically illegal to post or share.
If you wanted to, you could make your own edition of the concerto and post it on IMSLP for everyone to use.

Just to clarify- you're looking for the piano part in B minor right? 'Cause the bass part will always be in A minor (B minor is for solo tuning, which only affects the accompaniment part. Bass part would still be "fingered" as if A minor)
