Brougthon HPF/LPF Power

A LPF rolls off highs all the time.

A noise gate silences your signal when you stop playing, so any noise will still be there when you are playing.

Ideally you would use both.
is rolling off the highs with a lpf the same as lowering treble or certain high freq? If I wanted to get less hiss from distortion or less sizzle and clank from the bass, would you lower that freq on the pedal/amp or use the lpf?

No, a LPF is different from a treble EQ. A LPF filters out all frequencies above the set point and only allows lows to pass through (low pass filter).

A treble EQ cuts/boosts only at one set frequency. It does not eliminate any frequencies.

If you want to tame clank/sizzle, I'd use a LPF.

I assume that a HPF will stop the buzzing, vibrating and other sundry noises created by my bass Amp in the house. Is that correct?

If the buzz/vibration is below the cutoff frequency of your HPF then yes, the HPF will help attenuate.

If the buzz/vibration is above the cutoff frequency of your HPF then no, it will make no difference. For that type of thing, a notch filter or parametric EQ will be more useful.
