Building a 112 - Frequency Response?

I'm looking into building a simple 112 bass cab, but I'm confused on the frequency response of the drivers. I was looking into the Link Removed from Carvin since it's fairly lightweight and inexpensive but it lists the freq. response as 48hz -3.5kHz.

I'm new to this, but I thought the E string hits at 40hz? Can this speaker be a full-range cab? I'm just playing a four-banger, standard tuning most of the time, occasional drop D.

Celestion makes the only 12 I found that says 40hz, but those are expensive speakers.

Any suggestions?

The deal is that most of the low notes we hear from a typical bass cab do not include all that much of the fundamental on those lowest notes. The low E or even low B may sound full and strong, but it's really the first and second harmonic coming out strongly from the speaker cab, and our brains "fill in" the missing fundamental.
 
That spec tells you very little about how the speaker will perform in a specific enclosure. You need the TS specs and a modeling program like WinISD.

Low E is 41.something Hz. Low B is about 32. The fundamental isn't that important though. A cab that is good to the first octave harmonic (64 or so f3 for 5 string) is still going to sound deep as there isn't much fundamental content in bass guitar anyway.

Some good speakers to start with are the Eminence basslite 2012, deltalite 2512, and the kappalite 3012HO or 3012LF+mid driver.
