I bought my first bass off ebay after selling my 6-string on there. Both transactions went off without a hitch and I still own that bass to this day.
This was about 16 years ago, so maybe things have changed on there...

The seller probably cut and pasted pictures and information from another listing, 0 feedback and a recent account are clear signals of a scam. I noticed similar pattern in Reverb, another tell tale is the seller city is in the middle of nowhere -Europe or Asia-. If you still feel like buying, contact the seller and ask for specific pictures or information about the instrument. You will not get a response.

They froze me as well for "violating terms and conditions" but wouldn't say what rules I violated.

Several back and forth emails and they wouldn't say specifically what.
I signed up then never even used the account so I couldn't have violated anything.
Maybe that was the violation: not buying anything. At first I was insulted but with all
the funny business and hacks selling there, I concluded who cares? I shouldn't buy guitars
from someone across the country without playing them anyway.
I’ve done a ton transactions on eBay as a buyer, and never had an issue, but I will only buy from a seller with very good feedback.

The good thing with eBay is they're always on the Buyers side if there's a dispute.

There is a good chance your account got hijacked and the interloper did something untoward, and ebay did a little CYOA by not telling you the truth about your account and what actually happened.
Total gamble, and not good odds any time a 0 feedback user is listing something serious. At best, I'd feel the seller out with alot of messages and get their story and see if you get a good vibe. Unless the new ebayer story makes alot of sense, and why they would have a 98 Stingray as their first item, not worth the gamble. Honestly upon thinking about my last sentence, no this is not worth the gamble
