cabinet effeciency?

I read about this all the time but I don't understand. How is efficiency determined? What does it specifically refer to?

You know what, from my experience, efficiency on paper, at specific frequencies, is very different from audible efficiency. On paper, Eden cabs are very efficient, but I haven't heard a big difference in SPL from them. Shroders are supposed to be crazy loud, but I haden't experienced it until I stood 25 feet away from it, in a club gig.
