I can't disagree with your position at all. But, remember, the OP is looking for a small breed that will be good with small children. Truth be told, I wouldn't even recommend a dachshund. The breed, particularly the males, are not always good with children. While I appreciate that your group is saving your favorite breed of dogs and taking the easy "extenuating circumstance" cases, but giving advise to avoid shelters is further contributing to the killing of millions of dogs.
Somebody has to save the strays, the abandoned, the confiscated.
Dogs are dogs, and the dogs who have had hard luck starts in life are ALL FROM EXTENUATING CIRCUMSTANCES.
Accepting dogs that some folks have labeled as prone to temperamental issues (every Pitbull "type" dog) is what I do, and all the lovely well adjusted safe animals that I posted above were on some throw away list.
When your group enters the SPCA and passes on one of your chosen breed, that is behaving poorly under very stressful conditions, there is often somebody who could (and does) take that dog and make a wonderful pet out if it.
The reason I have chosen to focus on the Pitbull is because it is the most often wrongly discriminated against dog breed these days, and it is most often the one left in the shelters to die.
Luckily I found out 7 years ago that they are my favorite breed of dog after bringing home strays of all types for the last 50 years.
In my opinion, there are very few throw away dogs.
So my recommendation to avoid the SPCA is specific to this situation, not a general condemnation of the SPCA. They do good work and they try hard, but it is impossible to find homes for all the dogs and cats they take in. This is why those of us in the dog world strongly support spaying and neutering those that will not be shown.
Sorry I was not clear enough previously.
