The Code Warriors, because they can write code to circumvent the holes in faulty windows programming.
Network Nazis, definitely. They are more likely to talk to Management than Code Warriors, and they usually have a lot more "owe-me" with Management to call up.

Depends on who has more political clout. Some of the worst 'network nazi' jobs I've had have been where the coders were allowed to run rampant on my production systems and I had to pick up the pieces when their SUPAR LEET CODEZ started core dumping. Some of the best have been when the coders don't have any access to production machines at all.
