I have a pair of Peavey Mini-monitors. I got them through a trade, looked them up and found that the Impedance is 16 Ohms. No-where in my Powered Mixer manual does it say that it outputs at 16 Ohms. There is a loss of power for sure, but without any other options, can I still use them?

Yes you can use them... in the live sound world they're actually desired... IF the load rating is 4 ohm... you can daisy chain more speakers than if they were 8.

You can mix ohms... the reality is some may be slightly louder.

I'd rather have 16 ohm monitors than 8s

Daisy Chaining? please explain if you don't mind....Would it have anything to do with the two 1/4 inch inputs on the monitors?

Yes. Hooking one speaker to the next would be the same load as one 8ohm speaker.
