i think it's a pedal, too. that's not the svt type of distortion imho. besides, unless you're in the studio, it's always better to use a pedal than a cranked svt. cranked svt gets you fired.
 
I can get a similar sound combining a VT Bass and a Xotic BB Bass Preamp. You also have to consider I'm using a passive bass (important) and an Ampeg Svt-VR. It's not a difficult tone to obtain.

It cold be a overdrive pedal, Cranked SVT's have a bit softer clipping (more clipping in the higher mid range), this one has much more grit. It could be a MXR M80, or a Rat also... we don't know how much post eq the signal can have... and that certainly can make a big difference on the overall clipping texture.
It could also not no pedal at all.
I work on my designs in a recording studio here in Helsinki, and 99% of the producers/engineers use plugins (lots of them).
This allows them to control what cutoff frequencies, and how much gain you want to assign to every band, and then blend them, post ecualizing, blending with clean signal, compressing, etc.
I see why is so attractive to them giving the grat amount of flexibility, but then there's usally the problem of replicating that tone in live situations.

I have no idea how to get that sound but I also don't know how this guy seems to attract woman so much. Those comments kinda freak me out on that youtube video.

I'm not sure what "corrrrrrrr" means, but I definitely like the bass tone in this video...
