Arguably one of the best around is Larry Robinson ( http://robinsoninlays.com/ ), but he's in California.
You might try Devon Smullen. He's a builder in Wisconsin that includes some pretty elaborate inlay work on some of the necks on his basses. Here's the link to his site.

I know Bordeau is in NY,
and Mosby is in Myrtle Beach, SC.
I have never used either but I was thinking once upon a time of getting an inlay for a bass I had.

John DiMaggio does really nice inlays - he is at Bass Alone. When I come up with a design I like I'm going to have him do one for the ramp of my Ken Lawrence. Check his website.
