Those tourmalines are pretty semi-precious stones, and they change colors in different light, which a kid would find very cool. Heck, *I* find it very cool!

Daddies with daughters, I need help!

I find it impossible to shop for my daughter. Give her a gift certificate, then make it a day at the mall together. She'll always remember that 
A locket with Daddy's pic in it!!!!!!!
If she does give it away it will be easy to reclaim, and it is a constant reminder of how much you love her!!!!

I like the charm bracelet idea!
You could start her off with an engraved heart, maybe with her name or initials. I always liked things with my name on them since it's not a common name and I never found it on pencils or mugs.

Okay, a four year old would probably love a locket, heart shaped is good. And if you can put a little picture of you or her mom or sibling or puppy in it, she'd probably love it. Good instincts, Dad. Your kid sounds like she lucked out.
Since she has the bracelet, Daddy's job is to keep the charms
coming on a regular basis and take them to the jewelers to
have them attached and pay for it.
But, if she is ready for earrings now, then go for a pair.
GOLD only! Silver can get funky on newly pierced ears and
lead to infections. That doesn't have to be too expensive.
You can get nice ones with small rubies or small sapphires
reasonably.

I remember getting my daughter her first piece of real jewerly. She was 5 yrs old. It was a little neckless with a charm that said "daddy's little girl". I had the back engraved with "love dad". Sounds corny but she still wears (now 15) it on her charm bracelet.

Wow...the price on these has gone up since I saw my first ones several years ago. Must be demand...they've become fashionable.
But, you know, even a nice little ring or pendant with one of these stones would be really pretty. The bi-color ones are so gorgeous. The color shifts when you turn the stone, or the light changes. Down low on the page, there's a nice little pendant for around $85, and its a bi-color pink-n-green one. That would be pretty on a chain for her.
I like the James Avery charm bracelet idea, too. I can't believe it never occurred to me! My dad used to get me the Avery pinkie rings with the dangling charm, and I'd stack them to wear all at once. Some bastage stole them out of my apartment one Christmas, along with the rest of my good jewels.

If she's 4, she is GUARANTEED to lose or tear apart anything you give her. A charm bracelet is as good as anything, but don't buy gold - buy costume jewelry. Trust me, it's gonna get wrecked or lost within a week or two regardless, so don't waste money on it - get something that will last until she loses it. That's all you need.

If you get her earrings anytime in the future, get the holes done at a piercing studio, so that they do it with a needle, heals much better. And don't get golden earrings, the copper in the alloy will taint the perimeter of the holes green :/

Although I'm sure you know this but always let your daughter be the one to decide if and when she wants her ears pierced. It's great that you guys aren't against it for when she does bring it up in the future.
Necklaces are awesome. I have all my special necklaces from when I was really young. For something that lasts I would go for necklaces over rings or bracelettes.
And to add on to what Stuggi and Pacman are saying, yes please look for a piercing studio to have them pierced with brand-new, sterilized needles instead of piercing guns. Piercing guns can't be sterilized and is banned in some states because incurable diseases such as Hep C can be transmitted. Not to mention that the jewellery is totally unsuitable for a fresh and healing piercing.
As for quality gold, you're looking for solid gold and not gold-plated or gold alloys. Because not many body jewellery manufacturers make jewellery with solid gold, they have the monopoly of the market basically. For a small 18k hoop you're looking at around $120. Yes, for just one.
316LVM implant grade stainless steel (same thing they use for pace-makers, pins in your knees etc.) is a great material that most professional piercing stuidos use and it's really high in quality and also very wearer friendly. It's also a lot harder than gold. Gold is soft and can be scratched easily which again isn't the best for when a piercing is healing. But when a piercing is healed, damn them gold jewellery is fancy.
Whatever you choose in the end to give to your little girl, I'm sure she will treasure it <3
