Joe wasn't on "Horse With No Name". The whole first album is the the three guys in America (Dan Peek, Gerry Beckley, and Dewey Bunnell. They alternated who played bass on that album, and it was recorded in London. Dan's the bassist on "Horse...", Gerry's on "I Need You" and "Sandman". Joe Osborn shows up on "Ventura Highghway". They eventually hired a bass player (David Dickey) who I believe also played live with them. When I saw them ca. 1975, the bassist and drummer were part of the opening act, then played with America (which was down to just two of them when I saw them).
As for what I think? I dunno- it was right for the songs, but nothing that grabbed my attention (not a bad thing in itself).
