Decades long earworm

I keep hearing this song in my head, but I haven't been able to figure out its name or who sang it.... Hopefully one of you know.

It's a song from the last 80's or early 90's. I think it's a European band, based on the slight accent of the female lead's slight accent.

It starts out with chords on a keyboard, and someone whistling something very similar to Billy Joel's "The Stranger." The female lead comes in and sings bluesy/melancholy lyrics. The chorus features the phrase:

"Someday you will find an answer"

repeated over several times. It ends with the Joel whistle again, footsteps, and a door closing.

Please help me figure out this song! It's been driving me nuts for years not knowing.
 
From what I can recall, it's a very voice oriented pop song, highly produced, but doesn't feature instrumentation other than in the background. The intro and outro whistle is at a slow tempo, while the singer starts off moderately but picks up her tempo as the song progresses. She often says the phrase "time will find the answer," so much so I thought it was the title of the song. The chorus, previously mentioned, switches "time" with "you," featuring what sounds like the lead vocalist also singing layered background vocals.

It was not played on pop or rock formatted radio stations that I recall, but rather on slow jazz and new age format stations. For those in Southern California, it was playing on early '90s KTWV (Los Angeles) and KIFM (San Diego).
