Do pots make a difference in output?

Unless the existing pots are malfunctioning in a way that always attenuates the signal, replacing them will not give you an increase in output. Passive pots only cut a signal and cannot boost it. Changing the value of the pots, for example switching from 250K pots to 500K pots, will result in a slightly brighter sound.
