Does Fender make a bass like this......

but not active?

I've got GAS for a white jazz bass with block inlays. And I'd prefer it to be American. The only ones that I can find though are active.
 
Actually I was wrong looks like the American Deluxe Jazz comes in this combo you just have to find a dealer with the right color/neck combination.

I'm pretty sure that those Deluxe's are all active though

They did 10-13 years ago. The US 75RI was originally available in burst, black, white, aside from natural.
Then around 2003 they decided to only offer it in natural.
Keep an eye out, used ones show up every now and then.
It looks like those are MIJ

If you're willing to spend American Fender money then an extra $100 for a pickup and pot swap shouldn't that much of a problem.

I thought about going that route as well. However I've found (and I know that people are going to give me crap over this) that the American stuff is just made better. And to me it feels more solid.

Don't get me wrong, the foreign stuff has come a very long way over the pas several years
 
you can always buy a white passive jazz bass and then swap out the neck

I thought about that but I'm not sure if the neck from the MIA deluxe would fit into a standard body.

Have you considered Warmoth?

I thought about that too, but I figured I would see if something had the specs of what I'm looking for before going the Warmoth route
