Does this volume pedal exist?

Right. Better do it willingly than accidentally.

That said, I don't think there's such a thing as a pedal with a boost switchable in the toe position. I remember having a Danelectro Wah pedal with a fuzz switchable in toe position. It was gnarly and back then I didn't know what to do of it.
I also remembered that:

Georges Dennis GD-135. Does volume and you can engage a distorsion in toe position. Guess you could make this pedal fit your needs but it's hard to find IMHO.

You can probably just stick a boost pedal in front of your volume pedal and hit it when you're in toe position.

Dang. Just found out the Ernie Ball MVP doesn't kill the volume at 0 position. Looked like a winner....

Unable to kill the volume? That's a weird trait for a volume pedal! Where have you found this information?
I was looking into this pedal and the minimum volume can be set between 0 and 50% apparently.

Ok, the link is in french and everybody knows you can't trust a french but still...
 
I've seen more than one complaint on how the min level and gain (boost) circuit is tied together and the higher the boost, the more bleed through. So....for what I want (boost when I need it and ambient volume swells) it may not work. I think I'll try it if I can find one used...
