I've recently been looking on the internet at double basses for sale here in Germany. They often stipulate 'D' Scale or sometimes 'E flat' Scale. Does this mean the instruments have to be tuned down from normal E,A,D,G tuning?

Double Bass 'D' Scale

All are meant to be tuned normally. The difference is where the neck joins the body - either at the D on the G string (equivalent of the 7th fret) or the Eb (where the 8th fret would fall). Not a signficant difference.
