Epoxy as Inlay.....

Does anyone know, what is the hardest, most water-clear epoxy available? I used Envirotex Lite, having read that its super hard and clear, turns out its neither, a bit disappointing. For fingerboard inlays, you want something that cures at least as hard as the surrounding wood, but not so hard its a bear to level and polish. Im guessing some kind of polyester resin, but thats generally pretty toxic and nasty stuff if fiberglass is a good.example of the material.
