Tracking to a click you're going to be in headphones to avoid bleed, but to drums 10ms is nothing. You can stand quite a bit further away from a drummer than that and still maintain time and feel just fine.

I think for latency what matters is the total latency. I've delved

The cable is not introducing latency, the distance from the sound source is. Sound, within a common/average atmosphere travels at roughly 3ms per meter, so many US people, myself included, round it to 1ms per foot as a "close enough" estimate.

So hypothetically if I had a 40ft cable but was 3ft from the amp, my latency would still be ~3ms?

Yes. Electricity is traveling at nearly the speed of light through the cable so its length is functionally irrelevant. The speed of sound through the air is not.
