How do I tell the difference in a Mexican,Japanese or American made Bass from Fender? There is a P bass for 200 bucks close buy and I may be interested in it.If it checks out ok

Not to be a smartazz here, but right under the serial it says: made in usa, made in mexico, made in japan, crafted in japan, made in korea.
I'd say any Fender P no matter MIM, MIA, etc. going for 200 would be a good deal.
There's also a metal plate where they bolt on the neck on the back of the body. Mine says "Made in Corona, California."

Well, I looked under the PG and found a penny dated 1990. I guess that's how mine was dated.
Serial N9 + Digits.

!That would be a 1999 not a 1990. The N designates the 90's and the second digit is the exact year in the 90's. Thus 1990.
No one at Fender put that penny there.
Quite a few Fender Strats,Teles,P and Jazz basses left the factory in 1990 with N9XXXXX serial numbers. The easiest way to tell if it's a 1990 is the placement of the serial number. Front of the headstock is 1990, plus it will not have a string through body and trussrod adjustment will be at the headstock not at the heel. 94/95 was the transition year at Fender when the serials moved to the back of the headstock, trussrod adjustment moved to the heel and the bodies became string through.
