Fender Precision Bass, 1972. Good deal?

Get your money back if you can. If you can't and choose to fix it, the wiring is an easy fix. I don't see the ski jump in your pics but that doesn't mean it isn't there. If no ski jump, there is enough meat on those frets to level them down to the bottom of the grooves. It will be a greasy playing daddy if done right but there is no room for error and having them leveled again later. I wouldn't refinish the neck. Maybe smooth it out a little and get used to it.
If it has a ski jump, put a replacement neck on it until you can find someone competent enough to lift the fretboard and plane the neck then reinstall it. If no ski jump but the truss rod is maxed out, remove the nut and put washer(s) under it and see if that gives you some play.
I've had several 70s P-Basses over the years with all the associated problems. Good luck.

Check ebay, there is a particular seller (thestratosphere) that parts-out a lot of newer Fenders and has lots of necks for sale.

I tried but they had sold one and they just have one or two that can fixed on the body...

Unless you're completely in love with it, I'd be working on sending it back. That's just me. I'm a Pbass lover and I would prefer other years than the 70s, but that's just me. But if you love it you keep it, get it looked and love playing it. You'll feel better once it's in good working order.

I really like the feel of the bass and Mojo. I will take it to a guitar repair man to have a look at it.

Pshaw. You'll spend MORE on this bass? The seller, if he did not address these problems in the selling description, is, in my opinion, dishonest. Yeah, I know...caveat emptor, but depending where you bought it on-line, there are policies to protect you from this crap. If you fall under such a safety net, I would send it right back and have my money returned.
Sounds like too much of an investment to me just to have some so-called "Mojo" which cannot be heard and may be simply abuse.
But, I understand, YMMV.
