fender rumble help!

ok so i have 2 questions:
1.on the "head" theres an in and out for the preamp/effects loop, should i run my effects through that or just into the imput like i normaly do?
2. i have been hearing a slight buzzing sound/ beeping sound like nanananananana is there any way to make it stop?

Place your instrument level effects between your bass and amp. Line level effects into the effects loop.

Have you downloaded and studied its manual?

2) Is the buzzing sound/beeping sound coming from your amp even when your bass isn't plugged in?

the sound is coming from the amp even when the bass isn't pluged in but its not very loud, its kinda in the background, but its bugging me. and upon closer examination of the manual i found that i shouldn't run the effects through the other spots, thats for preamps.
