A folding out writing station, storage for supplies such as paper, envelopes, pens, and ink above. It meant that you knew how to read and write.

What's apparent to me is that someone restore the desk and did a no-no to the copper hardware by destroying the natural (or applied) patina to what was originally there. It was very rare for copper hardware to be so bright and shiny back in the century.
As to the fru-fru nature of it, that was how they did it back then. It was a trademark, of sorts, for C.F.A. Voysey. It goes along with all the other design work he did, say, on textiles, wallpapers, etc., too.

Looks like something Nicholas and Alexandra would have had in a guest room at the Winter Palace.
It is quite possible they may have actually seen this clock back in the day. It was on display along with lots of other pieces that Charles Rohlfs had at the The Prima Esposizione Internazionale d'Arte Decorativa Moderna in 1902 in Turin IT.

Charles was quite an interesting person. He went to Cooper Union for science and math classes, designed stoves, and eventually got into furniture making, all in the later part of the 19th century. Also, he was a stage actor and did very well at it, becoming extremely well known and popular. His wife, Anna Katharine Green, was a very poplar writer of mysteries and poetry, and she also was involved in the design and building of Charles' furniture.

I have to think that this is more for looks than actually being effective. Unless it is sealed around the mouthpiece the remaining clearance around it is as big as two nostrils. It’s like when people don’t pull the mask over their nose. Maybe I’m wrong.
I don’t think that you are wrong. It gives the appearance of measures taken. If there are requirements to wear a mask indoors, maybe this gets them around it.
My neighbour came up to me on the street on Sunday. No mask which isn’t unusual these days. He starts going on about how he made it though all this covid time without getting sick. Then he said that he is on his way home from a clinic where they gave him a prescription for antibiotics and ran some tests. Really? He had to stop me to tell me that he has something catching? He couldn’t wear a mask when he knows that he’s sick? Some people just don’t have any common sense.
They say that masks made a big difference this past year during the cold and fly season. I don’t think that I’ll ever stop carrying a mask and will use it wherever there are crowds. Why risk getting sick.

Yes, they do. Heard it with the trumpet and t-bone players at school. It mutes the brightness of the instruments. What was silly was putting a bell cover on a sax. Air is shooting out of every open hole!
