Sounds like a synth, but can likely be approximated on bass with the old standby trio of octave/fuzz/filter - but in this case, the filter and fuzz are VERY subtle. An octave down mostly soloed (OC2 style octave), plus just a touch of grit from a fuzz or OD, and hell even a subtle phaser (Phase 45 or script 90) instead of an env filter, I think, would get you there.
P-Bass or 2 pickup bass with the neck pickup solo'd. Treble flat or off and an envelope filter or an autowah pedal. I don't hear any octave effect.

I use an old Digitech BSW on filter 6 for that song. Pretty convincing IMO but I only use it during the breakdown as there isn't a blend knob on the pedal and it would be too present to use during the entire song. The BSW can be found pretty inexpensive these days.
When I play that song I just use an envelope filter. It doesn't produce the exact same effect but it's close enough and, to my ears, sounds a lot better.
Just to clarify, I don't actually hear an octave effect in the traditional sense either, but an OC2 style octave has the right *tone* for it. =0)

I've been using a DOD Carcosa fuzz and proton filter for that one and I'm about as close to the original as my ears can tell.

I'm almost surprised how many fx everyone's been utilising to get that sound! My own first reaction when hearing it was "Ah yeah, Phaser!", probably because I feel reminded of Sting's live sound in early 80's Police clips like this one:

I use a patch I created on a Source Audio Manta that gets VERY close. Distortion and filter of some variation. I can get specifics if necessary. Also turn on my EHX KO to add in some low end heft. I used to roll in a slight bit of Ring Modulation from my M5. May add it back in.

There are any number of ways to cop that synth-lite sound, including all of the above. I blame Pharrell ( " Happy " ) for the proliferation of this self-referential, post boy-band genre, video driven, trash. Gwen Stefani is implicated somehow, too, I think. Ha, ha, ha! This stuff makes " Yummy, Yummy, Yummy, I've Got Love in My Tummy " sound like Bach by comparison.
Hi, can I request specifics? I'll be playing this song, and I'll be using my Manta. I feel like I get pretty close on filter 9 with drive type 4, but I feel like the effect is too present, even with the mix nearly at noon. There are definitely a lot of ways to get close with this thing, I'm sure of it, but I can't find one that I'm satisfied will work in a live mix.

It may take me a while... i did my editing in the Hub editor, and didn't write down any settings. My board is in my band trailer at the moment, otherwise I'd pull it up and see what I have.
