What a feel good song.
Sounds like very soft phaser but to be honest you don't need it.
I would lean on my bridge pickup and get some funky stank mojo in my fingers going.

I hear a bit crusher effect. Listen to the solo section in the middle of the song and it leans toward an 8-bit or 16-bit old-school style digital sample. Thoughts?

I agree with others that there is a modulation (phaser, flanger) effect in there.

I don't hear an octaver type effect, though.

I use a envelope filter set to low pass on my ms-60b, I think with a touch of drive.

Awesome bassline by the way, very behind the beat feel. Does anyone know if it is Adam Blackstone playing it on the record?

I saw the clip of him doing it on the academy awards and when they get to the bass solo they go into "Lovely Day." Cool clip, definitely worth checking out.

I was wrong about the filter I used, this is the one I've been using on gigs. Whether it's exactly like the record I can't say but it does work well onstage
