Soak those tuners in a tub of weakened vinegar for six years, and I bet that rust would come right off.
Looks like it was in a shipwreck... or they left the neck on the side of a road in Cleveland for the winter..

My first thought was wondering if it was damage from the recent fires in Santa Cruz. Either way, I kind of like it. I'd probably lube and get them working and then leave the rust and patina on the machines.
More likely lacquer overspray from the contrast coat, I see that a lot. The black gunk on the heel stub, on the other hand, I dunno.
It's funny that such deep damage is limited to the neck, like it was standing on its head in the bilges of a boat.
New machines (or embrace the decay, per James), clean up the ick-tacious fingerboard, new bridge, strings and a skilled neck repair, and you've got a 1/4 bass worth maybe $800 in that area. It's a late '53, if that matters. I do like the spade-shaped knot inside, kinda creepy.
