If you play a specific genre, look at message boards affiliated with that genre's record labels. Most will have bands/band-member forums.

Examples:

hardcore - Bridge 9 board
pop-punk - knock knock records board



Also, look at instrument specific boards, possibly...

If they're not too angry about it, some music stores will let you post bills requesting players or about starting a jam night. Never hurts, you might run into players you'd normally never meet in other situations.
