If you want a bass put together by a pro, you'll be paying for his/her time & workmanship. I remember taking a bunch of parts to be put together by an expert back in the day. He asked for over $300 only to put it together. I said I bought these parts my self to get it cheaper, and he said then why don't you put it together yourself? Lesson learned

Indeed. $300 for putting together and setting up a bass is not bad. I'm guessing you would have received a good, playable instrument. Would be cheaper to put it together yourself and have him set it up, but then he wouldn't have spent time checking all the small details.
Again, I'm not looking for the cheapest luthiers. A bargain isn't necessarily cheap, and cheap doesn't always mean a bargain. If you think bargain and great work is mutually exclusive, that must mean they are all overpriced.

Here's what he built for me; it's an extremely versatile & powerful bass. I think he'll meet your price criteria too.
Kiesel. You can get a P or a J for about 1000-1500, unless you go crazy with the top woods.
Luthier. Are you referring to someone that actually builds/creates their own necks and bodies or someone that buys bodies and necks (at various levels) and maybe frets and/or assembles the purchased parts?

That's always been a bone of contention, and justifiably so. A couple, if not more, of the top builders, very costly basses, have been termed parts bass builders, and its true. Not gonna mention names, I have no bone to pick either way!
But it is a good point. Companies like Warmoth offer necks, bodies, routing, etc. that along w/ electronic packages, can be assembled by someone with the skills to do so-Not I!
Send it to Pat Wilkins for the finish,Put a decal on the H/S, you can have a Custom Bass Company of your very own!
At the other end of the scale, some builders design and build or have built their own components, including bridges, pups, and the like.
Whatever works for one's budget.

I have a Prometeus Majesty. It's a cool instrument and has a serious growl! I did have the fingerboard radiused though. It came flat which was awful!!
I am bummed Pushic closed. I have one of his custom basses and it exceeded my expectations on every level...and for approximately $1400. I had one more build for him...
Lots of builders have popped up that seem to do good work at low prices with "parts" basses. Basically assembling instruments from premade/ordered bodies & necks, putting a finish on (or outsourcing finishing) wiring up electronics and doing the setup.
If you want a souped up P or J then these builders are worth checking out. Bass Mods is one I've seen more and more about lately. But personally for that type of instrument I'd pay a bit more and go back to Nino Valenti who does phenomenal work, offers a more customization/models than most and who uses top shelf components.
If you are really looking for a truly custom, handmade instrument, Chris Stambaugh will build pretty much anything with a very high quality/price ratio.
Chris builds his own bodies, his own necks and doesn't even really have standard models. Pretty much every instrument is a unique collaboration with the customer.
