I've been, at the same time, a supporter and opponent of guns. They're fun for target shooting and a necessary evil for home defense, but I don't approve of hunting except strictly for population control (varmint hunting mostly).
Anyway, I've had the opportunity to fire a few guns, starting with air rifles and paintball guns, to a couple of long guns a girlfriend had access to (along with a huge deserted field with plenty of runoff area in which to shoot). The Ruger 77/22 bolt-action was just plain fun; the .308 lever-action bordered on painful, but good fun was had by all shooting that one as well.
Let's assume for a minute that I wanted to buy a gun purely for "plinking" purposes. It would be kept either in a locker at a local range or in my home, unloaded and secured either way. I do not have access to enough land to feel safe shooting "outlaw", as it were. I also feel kind of silly paying range fees to plink a .22LR or .17HMR. However, I would pay said fees for a handgun.
I'm thinking the best option, though more expensive, is to sign up for an "Intro to Handguns" class at a local range (I live in Texas; there's no shortage of ranges or classes). Then I can rent guns and try out various models and loads before deciding if I want to even own a gun, and if so, what to buy that would be cost-effective for plinking without being useless on that dark day that I'd ever have to point it at another human being with the intention of pulling the trigger.
I could also buy a handgun and then take classes to qualify with it. It sounds kind of like buying a car before you take your driving test, but thanks to the Second Amendment any U.S. citizen over 18 who isn't a felon or legally insane can walk in, plunk down the cash, fill out the paperwork, pass the NICS background test and walk out with a firearm. I could then, self-paced, learn how to field-strip and otherwise maintain the gun, no ammo required, before learning its operation at a range.
I'm currently looking at the Ruger P95 series, a Glock 9mm, or some of the CZ models. The P95 especially appeals to me as being inexpensive and lightweight, yet solid, and using the 1911 action, so if I do move up to .45ACP I'll be familiar with the go-to guns in that caliber. The Colt and H&K models are currently more than a little out of my price range especially since I'm not looking for a personal or home defense weapon (if I wanted a firearm for home defense it'd be a 12-gauge shotgun). The main criteria are, in this order: safe (the safety should do far more than block the trigger), easy-to-use and maintain, affordable both in terms of the gun and its ammo (which is why I'm going for 9mm over .357Mag, .40S&W and .45ACP; all are far more expensive per round), and damaging enough to be a home or personal defense weapon if it had to be (which is why I prefer 9mm to .22 or .38).
