Probably not a home repair, but could be.
That could also be a sign of a reconed speaker. Speaker reconing is a pretty standard practice. It is pretty much the same procedure as SPEAKER CONING during manufacturing. The only question is how good the reconer is in centering the voice coil in the magnet structure. Guys who do it regularly have all the right tools.
The dust cover is just that a dust cover. It is the least critical thing on the speaker even behind the paint on the frame. It may have come loose and somebody did a pretty good job of resecuring it, or a reconer was a little sloppy.
The important thing is how does the speaker play? If it sounds good play it, if it is crap then replace it. BOB

Actually it also has something to do with the driver's response in its upper reach.
FARTY? OK have a nice lettering job done on the cone that says, EL'Stinko... Or Do what has been done to me lately, say its perfect playing with your 20 watt combo amp and tests good but the speaker is rated to 100 watts and then sell it on eBay to some poor slob who needs a speaker for excessive dollars and run like hell. BOB

Silicone. It looks smoothed with a finger, indicating a DIY repair of a loose dome or a less than totally professional recone job. But that's not necessarily the source of the farting out, which is something more likely intrinsic to the driver/cab. The use of only four driver mounting screws isn't a good sign where the driver quality is concerned.
