hello , question from total beginner guitar bass

My name is Tomer Levin
I have just started to learn guitar bass.
I played many years keyboard and last 3 years electrit/acoustic
so I have good nowledge of theory, and I thought maybe I can learn bass guitar bymyself.
I have question question regarding the tehcnic :
Is it true to say that descending notes(musical, not physcial) requires muting with left hand , and ascneding notes (musical,not physcal) muting is done with the other finger ?
 
I would not subscribe to that train of thought. You mute with both your fretting hand as well as your plucking hand. It really boils down to what you are playing and where you are playing it on the instrument,. Here are some vids on the topic that you might want to take a look at . . .

IMO there is enough "stuff" available now days to where you can teach yourself, however, if you do teach yourself you instructor is not qualified to be teaching you. Lot of hit and miss going to be involved. I really do not think you will do yourself harm, however, you will waste a lot of time.

How? Someone will mention modes and you will spend three months going down that rabbit hole.

Yes, long story..... an instructor will save you a lot of time.
 
Muting depends on the next string being lucked, not the next note.
If the next note is on the same string, muting is irrelevant
the best hand to mute with depends on the string just played
and the string to be played next
If you are dropping to a lower string (in pitch ) left is probably better
If you are jumping up a string (in pitch) the right is easier
but it always depends on context

or do you mean a technique like “palm muting” which is more of a musical technique. Which some people also do with the left hand, different sounds.

thanks for the answer now I understand that I didnt right the question correctly.
I use muting for the question but I means something else.
I want to know the technic , how to stop the ringing string ,just able to do breaks between notes.
I found videos on muting but I didnt found videos that expalin this subjcet as a whole.

I think the tennich is :
desceding string (higher pitch) --> using the other right other finger
ascening string (lower pitch) --> using the left hand , release and still touch the string with the finger that press on the ringing string.

I need confirmation that I am correct ? or there is other technic ?
