The thing is everybody in my neighborhood is (not trying to be racist) is black and listens to rap
never in the history of rhetoric has a phrase that is not racist been prefaced with the phrase "not trying to be racist".
next time go with: "most of the kids in my neighborhood listen to rap
" that way you don't need the "I'm not racist" disclaimer because you are not in fact making a racist statement.that being said. you just need to play. play anything! you will meet kids who are interested in similar music to yourself eventually, seek them out! in the meantime try making beats with some kids in your neighborhood, get a rapper to rap over it. find a drummer and a rapper and you have yourself a band that can produce some hip hop, worst case scenario you get better at your instrument. best case scenario you have fun.

Dude, you're 15. A band shouldn't be your priority. Go jam instead. Have you ever seen a band of 15 year olds? None of them make it as teens.
To keep a band afloat :
- Have money. This means a job.
- Have transportation. Without a car you're at the mercy of everyone else's schedules. You're 15. You can't drive yet. Bus rides with an amp and bass suck.
- Have skill and dedication. Even if you have it, finding other 15 year olds with it will be tough.

I don't like rap, never have never will.
thats all well and good, but my point is playing music is better then not playing music, if playing music is what you want to be doing. try something new and different, challenge yourself. a lot of the more successful musicians who post here are session players, they make a living playing music they don't particularly like. but it makes them better musicians, and informs the music they do make on their own time in meaningful ways. if life gives you lemons make lemonade. by the same token if life gives you rappers, make hip hop.
that aside talk to people who seem to like music, if they are interested in making music, try making music with them. if it doesn't work then you don't have to do it again. but be adventurous, try things. you never know what you might end up liking. and maybe that person you start making music with who is into rap might realize he is interested in what you are interested in.
Try putting up ads at the local community center(if there is one). Try going into another neighborhood, and put up ads there. Be sure to include your preferred genre and contact info. Im 15 too, been in and out of 3 "bands." Sad though, we DID actually make decent music. Hopefully ILL be able to find more members soon.

Punishment, you've got a long (hopefully) musical road laying ahead of you. When I was 15 I had been playing keys/piano for 8 years, and guitar for 2. I didn't get a band going til I was 18. I did the same thing you're doing now: jamming along with records. For me, it was Zeppelin, Hendrix, The Who, Cream, Metallica... Different bands, but in the same boat.
The point of my babbling is this: enjoy and learn. "Woodshed". Develop your voice. Bands will come. You're playing bass, so you're already a hot commodity.
