Double Bass Hoffmeister Violone Concerto Information

I'm playing the Hoffmeister for my university auditions next year (WLU, U of Toronto, McGill, UWO). However the version I'm playing is in C- it works better in standard tuning IMO. Edicson Ruiz is using Viennese tuning in that video.
 
So this isn't his confusingly mislabeled first/third concerto? What is the general idea on keeping track of these? Probably not by key, as I've heard this one as well as the first/third one in C, D, and Eb depending on tuning.

As a side note, what are your opinions on cadenzas? The Henle version for orchestral tuning in C I have has a beastly one.
