How Does the "Quote" Function Work?

When I reply to comments, how do I use the "Quote" function to reply to multiple quotes at one time?
I click on it, but then what?

you can multi quote now, you hit the +Quote to add to quote list, then when replying use 'Insert Quotes' to insert the quote(s) you selected
