For my full time job, I work as a corrections officer. With our offender population, there is a music room in the gym where they can play instruments. It is very cheap equipment but if a string breaks, they can come to the office in the gym and change a string in front of staff. They can use the tools needed but the tools never leave the office.
The Lieutenant over the gym often comes to me though if he has issues because he knows I also work in the music industry and have a lot of knowledge on the gear. Sometimes if it is a slow day in the area I work in, he will bring me in a guitar or bass to adjust the neck or re string.
I have a musician friend in a close by town who is part of a prison ministry. He's also very technically inclined so he brings any of their gear that needs repair to his shop and if I'm around I'll help. If I'm going for a visit on a weekend I'll ask if he's going to be in prison.
Or . . . just another angle to all of this. Maybe this person needed a photo for his advertisement but the bass had no strings on it. Rather than spend the time to re-string it, he just stuck these on for the photo. Never intended for it to be tuned or played . . . just photographed. It's entirely possible that it's at this time tuned D - D - D - D. He doesn't care. He just needs the photo. It's too early in the year to be thinking this much on such a silly setup.
I looked online on the German site for string tuners and don't see any with longer (extended) winding posts. Lots to choose from though. I really don't think the winding posts top would be higher than the plane of the neck. Otherwise, if someone began winding from the bottom, going up, the string would lift up out of the saddle. So they are probably built to match that neck plane. Just guessing as I do not know. The following link is for string tuners on the Warwick site.

I have tapered strings overwrapped on my HM. But they're nothing like that! Mine are tuner tightened and hold tune. Looks like that dude put the ball end in and started wrapping by hand. Mine are D'A nylons that I was experimenting with on different basses and didn't want to cut them. They go really nicely on that bass and I never saw a point in taking them off just to trim them. They've been on the HM for about 4 years.

And on the subject of prisons and strings. I worked in that industry 20 some years ago, and have a high school wrestling teammate who is a guard. Ohio prisons don't allow any metal strings, and in some institutions, when you change your strings you have to take the guitar to an officer assigned to that task. He watches you take the old strings off, measures them with the excess from last change (better be right) then clips the string where its supposed to be.
Reason they don't want metal strings, is that they don't want inmates making tattoo guns with the thinner unwound guitar strings. And the nylons, they don't want people making a garrote.
