Double Bass How to approach Simandl?

I'm a professional EB player that bought an upright in February. I intend to take lessons but so far no time. I started running through Simandl the other day (just playing pizz so far). I'm up to page 9 (Fischer) and I'm wondering what is that little sign before the low f in the 3rd and 7th bars of the fourth line on pg 9. Anybody please?
 
Definitely going to get a bow damonsmith. Just so far in a time bind at the moment. Definitely going to take lessons from a pro but I believe he plays French bow. Hence I will play French bow. Is there any reason to go for German. Your thought are appreciated.

Both bows are beautiful and take the same amount of time to master. However, German is way easier in the very beginning and ultimately best for those less interested in arco playing.
