Not a two-pup-in-series-owner, but...
I'd say tone, since you can easily compensate for volume on the amplifier. The amp EQ, unless we're talking 4+ band stuff, can't exactly do what a tone control can.

Just a thought into theory and construction towards minimalism and looking for external input towards this idea.
There is usually a mute button on most amps today, I think and a tone pot seems to IMHO to produce different tones then an amp does therefore I was thinking a tone only pot would suffice. etc. That is why.

It's a switch that lets you choose between different caps. The switch itself could be anything like a rotary switch, the switch part of a push/pull pot, a toggle switch usually used for changing pickups, a mini-toggle, etc. Some Gibsons have a "varitone" which is a cap selection switch with a tone choke (I think). Something with two or three positions would be plenty.
