Hwy 1 Jazz volume knobs

I just got a new Hwy 1 jazz and am wondering why the volume knobs cut out so quick? If full on is 12 o'clock each pickup is off at 10 o'clock position....does this make sense. I would think the volume knob would work all the way but it doesn't. Is this broken or does it require some adjustment I have read of a Greasebucket delete but I don't know if that is what I am dealing with here. Any help is appreciated
