I'm a quick edit guy too. I will fat finger something in a fever to get it posted. Re read it AFTER I hit reply ( of course ) and then go back to fix it. Unfortunately the wordsmiths are quicker on the draw than my edit-foo sometimes

Now that you mention it, all the letters in the quotes are caps except the "l." Maybe it says "WELCO ! M."

There are only three words and one is spelled wrong that's 66%, a 'D' where I come from.

I'm sorry but we just don't have enough information to make a proper ruling on what that sign means. The only thing we can conclude is that it is wrong, and perhaps that's the point the author meant to convey, so well done horrible sign author! Well done!
