I dont actually disagree with any of this in general practice but there is an argument for a tapered hole with ultralites because the threaded cap is bigger than the shaft of the tuner. Because of that a hole sized for the cap leaves a fairly large gap around the shaft of the tuner on the back side of the headstock. If your hole isn't perfectly centered and square it gets very close to showing from under the casing of the tuner. When I install them I drill a smaller hole on the back of the headstock sized for the shaft and then a larger hole on the face of the headstock to accommodate the threaded cap.

An added benefit is that drilling the hole in both the front and back face drastically reduces the chances of tear out. This may or may not be useful in OP's case but its something I put some thought into recently. Reaming from the front with a tapered reamer would leave a smaller diameter hole on the back of the headstock and with the right size reamer might be an easier and more elegant solution than mine.
Yes, what you are showing is the correct hole for a tuner and bushing. A through-hole in the back of one size to fit and support the tuner, and a larger counterbore in the front to fit the bushing.
For a 1/2" post bass tuner, I first drill a 1/8" pilot hole all the way through the headstock. Then I use a 9/16" Forstner bit drilling from the front to about half depth. The point of the Forstner bit will follow the 1/8" hole accurately. Then flip it over, and finish the hole with the Forstner bit from the back side. That makes a neat 9/16" hole straight through.
Then I use my special reamer from the front side. Its front pilot is slightly less than 9/16", and it cuts the 11/16" counterbore, 7/16" deep. And that's it, the hole the tuner was designed for: 9/16" through, with an 11/16" straight-sided counterbore from the front, 7/16" deep. That will fit almost all 1/2" post tuners, whether press-in bushings or threaded bushings (like the Hipshot Ultralite 1/2").
For 3/8" post tuners, the sizes are: a 1/2" hole through, and a 9/16" counterbore, 7/16" deep. That's what it's supposed to be. However, most people just drill 9/16" straight through for 3/8" post tuners.
Most of the mini-tuners work fine in a plain 9/16" hole. And the best way to drill that is with a 9/16" Forstner bit, following a 1/8" pilot hole, as I described above. Drill in from the front and the back.
From the factory, most basses that came with 3/8" post mini-tuners are drilled 9/16" through. Basses with old-style 1/2" post tuners are drilled with the stepped hole of 11/16" x 9/16".
