My favorite bass that never needed any adjustment off the shelf was a SGC Nanyo Bass Collection SB301. Nice low action and never any fret-buzz on any of the ones I have owned.
I have "tweaked" my latest one to get the action even lower, but it was almost negligible.
The bad news is that you either have to hunt one down (the sought after Japanese models haven't been made since 97) or go for the bass it was modeled after, a Bass Maniac by Tune, which is reported to have an excellent neck and low action- but I have not seen one in person to verify.
Any bass can be set to have the lowest possible action that it will allow. When you expect X to play like Y, things start getting tricky.
I've been searching for a 5 string SGC Nanyo for some time. Got close to a couple good ones, and I even found a MINT one, but it's overseas, and there is no way I can meet the price and the shipping right now.I had a 5 string Nanyo Bass Collection - one of the exotic wood ones - an SB465 maybe? Had a padauk on ash body and ebony board with HUGE frets. Long time ago. Didn't care for the bass as the body was very small but the action was ridiculous - lower than any guitarist I was playing with at the time, and it didn't buzz even with me slamming it with a pick.
Also have owned a few MIJ Yammy TRB 5 strings - same deal. Very low action.
Lastly a US Deluxe J 5. Regretfully dont have it - had to sell it to settle a band dispute over a PA bought 4 ways. Great necks and great fretwork.
