My tech just finished repairing my amp and told me to make sure my cabs and cables are not intermittent. What does this exactly mean and how can I check this out?

Maybe he means that the cables cut out (turn off) periodically depending on the angle they are at or vibrations??
With a battery dear Henry. Put a 9V battery from tip to sleeve of your speaker cable. You'll get a healthy clunk from the cabinet. Move the cables around and see if you get any noise from the cabinet. If moving the cable makes the cabinet crackle your speaker cable is faulty.
100W is around 28V AC into 8Ω. 9V ain't gonna do nuttin' If there was a chance for damage I wouldn't have said to do the test. Just don't try to test a tweeter this way.
