I don't think there is one, but that's not a bad idea. That said, I don't think there's anything against the rules here posting a thread looking for a bass player.
In Austin, on Facebook, there is like a dozen 'groups' dedicated to looking for musicians. Might be a better resource, depending where you live.

In what manner? As in, how to contact a name player for advise or to have questions asked? There is that here, to a certain extent with certain participants.
