is there an eq in logic pro x that goes beyond 20k?

That 40khz boost-only shelf, as-described by the developer, can only do one thing: Boost frequencies above Nyquist (at 44.1 or 48khz sampling) which will result in foldback distortion, aka aliasing. Aliasing is audible but only below Nyquist so any added brightness being added by boosting this control will actually occur at and below 20khz (technically 22.05khz or 24khz respectively). What's worse is that aliasing is inharmonic to the original signal and can sound very unmusical and unpleasant, unless you're going for something that's meant to sound harsh by design. If you're working at 88.2, 96khz or higher sample rates the respective Nyquist frequency will be just above the knee of this shelf and while a portion of its processing won't alias, the bulk of what it does will.

It's an incredibly musical (and highly regarded) EQ, based on his original hardware.

It's like a Baxandal treble control, but the corner frequency is way out beyond the audible range, with massive amounts of boost.

This means that the slope of the EQ is very gentle, and you get a very pleasant lifting the air frequencies, without any harshness. The effect that you hear is of course, in the audible range, upwards of 10kHz.
 
The original hardware didn’t have to contend with Nyquist so it’s an emulation that was flawed to begin with. Analog hardware doesn’t alias but this thing’s ability to boost above Nyquist guarantees that it will. Aliasing can sound cool in an obviously inharmonic way but it’s not something most people want. If it doesn’t alias, and does in fact sound smooth then they’re low passing below the knee of the shelf thus making the claim of a 40khz shelf bogus to begin with.

Also, it lists that band as a shelf, not a bell. As such, the knee frequency of 40khz should not dip much below that. If it does dip down to 10khz like you’re describing then the labeling of the controls is at least inaccurate.
 
96khz is easy these days, but there's a lot of things to consider.
Sure, which moves Nyquist up to 48khz but since the 40khz band on the aforementioned EQ plugin is a shelving type it will continue boosting above Nyquist and create aliasing. At 96khz sampling you can have a much steeper low pass filter below Nyquist without causing audible issues but then you’re defeating the purpose of such a high band anyway… inability to hear that high notwithstanding.

Why would you want to? The highest C8 on a piano is only 4,186Hz and that's getting close to painful. According to recent audiometric testing, I (and most others from my last profession of demolition engineer) don't hear above 12KHz anyway.

This feels like the same thing just opposite the spectrum of what people told me when I started playing in B flat: "people may feel that, but they don't hear it."
 
Could there be psycho-acoustic effect of using eq at that high a frequency?
This is debated inconclusively as it relates to analog signal paths. In a modern DAW there is built in low pass filtering as frequencies approach Nyquist which cut all of this content regardless. If working at 44.1 or 48khz sampling any content that could lead to some psycho-acoustic phenomenon gets filtered out and anything the user can perceive would be in the form of aliasing caused by fold back distortion. At 88.2khz sampling and higher… maybe… but I doubt it.
