Is this a real fender?

not one single part on that bass was made by fender.
the body shape, neck shape & pickguard shape are all wrong, as is all of the hardware. the decal and tuners stamp are all counterfeits. i use to see these way back in the 70's. most of the ones that i saw were made in south america and panama.

I think there was a thread with a bass similar to this, located in Eastern Europe as well. It was a guy saying it was a friend of his and was asking what it was worth, and was pretty convinced it was legit. While no one was completely sure, I think the end consensus was this was probably a older Chinese copy made for the Russian/Eastern European market.

Precisions never had a 3 bolt neck. That's the most obvious thing. The neckplate itself is all wrong, too. The neck heel is all wrong, the end of the skunk stripe at the heel is wrong, the bridge and knobs are wrong, the puckguard isn't even the same shape as a Precision, the nut is wrong. The logo is not from any era Fender, the shape of the base plates of the tuners are all wrong....if you have ever owned a real Fender, these things scream out at you.
Every piece of that instrument is fake. It's a cheap 70's Asian copy; I've seen a few before.

Someone really went through some trouble with that one! I cant even say it started out as a Hondo. I also cant tell if thats a really bad refret or someone didn't no how to put them in right the first time. Kinda cute though if you ask me.
Id buy it for a dollar.
