In the fingering chart, G string, III1/2 position it shows C#(1), D(2), E(4). Shouldn't it be Eb? All the other strings read 1/2 steps up from finger 1 in the III 1/2 position.

It would be Eb. Yep that is a typo.
BTW, that's a really old edition you have there, like pre-1960. I have the blue cover english-only one, and in the forward, Mr. Sankey explains how they simplified the naming of the positions, to remove all those 'half positions' except the first one.
III 1/2 is now just Fifth position. Not that the names matter much....
