Just to make it clear, it's a free CD included with a magazine. This used to be popular in the 90s.
Look at the magazine, and see if "exposure" in that magazine is worth your money.

I’d counter with an offer to pay them $0.0000066 each time someone uses a page of that magazine to wipe their butt.

If it isn a scam, is there anything about your band (with it's present public image) that would help them make money? That is the only reason they are putting out this "zine" - it's a business, not a charity.

While this was common back then, I don't think legit indie magazines were extorting fees like that for 'exposure'. I've heard about some scammer doing this on Bandcamp, and I doubt the CD's ever get made.
The language used has the distinct whiff of Nigerian Prince style, much improved but still 'off'.

If the CD is going to DJs then paying a fee for that isn't unusual, but that doesn't sound like that's what this is. If it's going to get into the hands of every reader, it might still be worth it. It only matters if it's part of a bigger promotional plan. If you're not promoting something like a release or a tour, $66 isn't that much money to see what happens.
Edit. You mentioned this, but it IS a pretty dated approach. Will they put you on a playlist? How many subscribers does it have?

Don't do it. "Exposure" is worthless.
Doubt it's a full scam, but probably not a good investment. Every band I've found through podcasts were played for free, if not paid. Sixty dollars won't make a pretty good song a hit.
EDIT: Oh, and if you love a podcast, send them a track. They might like/use it, and that relationship is far more valuable. I just can't think of a single podcast I like that puts random, paid-promotion music anywhere. At all. Can't think of one.

It's not really a scam, just not worth the money. Chuck that fee at targeted advertising on facebook instead.

Check out who they are! Before you give money to someone,
always ask everybody in your local scene if they know the label,
the promoter, the club (even the bar owner!)
when you get an offer!
A lot of independant folks do a nice job (promoting metal) these days!
But the vultures are out there too!

If they need your physical CD to do a review, this alone is odd. They could just as easily review it with the free download link. If they want to include the CD cover image, this is much easier with it sent digitally.
