what would be a good, fair offer? I'm somewhat new to bass, I know G&L guitars are great, solid instruments, so thats why I'm interested in picking up the bass.
and I'm capable of doing all the repairs & set up work myself, so I wouldn't have to pay to have a tech piece it back together (although the seller doesn't need to know that)

$200 would be better. You're planning to fix this up yourself. But let's say the seller brought it to a shop to have it fixed. It'd cost him $250 just to get it to the point where he could sell it for a max of $500. In essence, he's got a $250 bass there. By offering him $200, you'll save him the hassle of getting it fixed. Good deal for him and you at $200.
Just make sure the neck is right.
The old 3-bolt, tilting necks were pretty solid, but if someone has goofed with the tilt too much, it can be a very big PITA to get right again.
The tilt adjustment can be what is contributing to the aforementioned "ski jump." (should there be one, of course)
