I've pretty much always put it up front so I didn't [DEL]have[/DEL] feel the need to turn off all my pedals for a quick tune (modulation effects left on will indeed affect a tuners accuracy), but the guy who said second to last, before his delay...
I see the logic, and I might have to try it out.

I voted before...

For years I used a crappy tuner in front of my pedals and it did not completely mute my sound when tuning...

After that I got an amp with a tuner out (and mute switch) and moved the crappy tuner there.

When I purchased a Korg DT10, I found it to work good in front of my pedals....
